Empire Zones Program

Administration

The Tompkins County Legislature established the administrative structure for the Tompkins County Empire Zone. The structure consists of an administrative entity, a Zone Coordinator, a Zone Certifying Officer, and a local Zone Administrative Board.

Administrative Entity – Tompkins County Area Development (TCAD) is the designated administrative entity.

Zone Coordinator – The Zone Coordinator oversees the day-to-day activities and is responsible for coordinating the tasks necessary to develop, promote, and achieve the business development, job creation, and human resource objectives of the zone, and implementing the activities and programs developed and approved by the Zone Administrative Board (ZAB).

Zone Administrative Board (ZAB)
 – The ZAB consists of a maximum of nine members appointed by the Tompkins County Legislature. The ZAB is responsible for all tasks outlined in Zone legislation, including the development of short- and long-term goals and objectives for Zone activities, as well as staff oversight and measures related to furthering the effectiveness of the Zone Program. The ZAB is part of the Zone Certification approval process and is responsible for ensuring that an annual report on Zone activities is filed with the appropriate state agencies.

The ZAB meets the first Monday of every month at 4:00pm in the Old Jail Conference Room (125 E. Court Street). If there is no business to attend to, the meeting will be cancelled.
