     Welcome to the Tompkins County Empire Zone Important Information!
The Empire Zones Program is one of the most effective, innovative and widely recognized economic development programs in the country. The Program was created to make New York State more competitive and stimulate economic growth through a variety of State tax incentives designed to attract new businesses to New York and to enable existing businesses to expand and create more jobs. Today, there are more than 9,500 certified businesses employing more than 380,000 people in Empire Zones statewide. The Tompkins County Empire Zone was designated on July 30, 2006. There six designated Zone areas in the county. Tompkins County Area Development (TCAD) administers the Zone in partnership with Empire State Development (ESD), New York State's economic development agency. A local Zone Administrative Board appointed by the Tompkins County Legislature oversees the program. How Can the Empire Zone Benefit Your Business? An Empire Zone location offers financial and tax incentives for new or expanding businesses. This can mean significant savings for corporations and investors through a variety of resources and opportunities for businesses exploring startup or expansion projects. The Tompkins County Empire Zone is primarily focused on the growth of hi-tech and manufacturing firms. It also provides benefits to support commercial revitalization in the City of Ithaca’s downtown. The majority of the benefits associated with the Empire Zone Program are credits against New York State income tax liability or franchise tax liability. In addition, the program features a sales tax exemption benefit for qualifying businesses.
