Michael B Stamm
President

Michael has been President of TCAD since September 1985. Prior to that, he was with the Niagara County Industrial Development Agency for three years. During his tenure with TCAD the organization has grown in both size and responsibility. It manages a very active and progressive Industrial Development Agency and has launched such important initiatives as the County’s Workforce Investment Board, Airport Service Task Force and Cayuga Venture Fund.

Michael earned a BA in English Literature from Syracuse University and an MA in Economics from the University of Buffalo. Most of his college education was accomplished on a part time basis while either working or on active military duty in the US Air Force.

Michael is a member of many organizations, including:

  • Council of Development Finance Agencies
  • International Economic Development Council

Martha Armstrong
Vice President and Director of Economic Development Planning

Martha Armstrong received her BA in Architecture from the Universityof Washington. She is a licensed architect and worked in that fieldfor 15 years prior to receiving her Masters in Regional Planning from Cornell in 1996. Subsequently, Martha worked as Community Development Planner for the Ithaca Urban Renewal Agency, and has been with TCAD since 1997. The focus of her work for the first two years was the creation of the Tompkins County Economic Development Strategy which received an award from the Upstate Chapter of the American Planning Association. Her current work responsibilities include creation and implementation of the strategy, economic analysis, and administration of tourism grants.


Stephen Kimball
Director of Marketing and Development

Stephen is responsible for all aspects of marketing and public relations from creative development, strategic planning and overseeing the design and production of all marketing materials, to coordination of annual membership drive efforts and TCAD sponsored events.

Prior to joining TCAD in 2007, Stephen was most recently with The State Theatre of Ithaca. He has also worked with the FInger Lakes Wine Country Tourism Marketing Association.

Stephen received a BA from Lewis and Clark College in History.


Ina King Arthur
Office Manager

Originally from the Washington DC area, Ina has worked in the association management field for over 10 years. As Office Manager she is responsible for the day to day office operations of TCAD including budgeting, database management, and giving administrative support to the TCAD staff and Board of Directors. Ina is also responsible for providing administrative support to the Tompkins County Industrial Development Agency.

Ina received her AB degree in Classics from Amherst College. She is a baseball enthusiast, coffee connoisseur, and an avid reader.


Heather D. Filiberto
Empire Zone Coordinator

Heather is responsible for staffing the county’s new Empire Zone. She assists businesses with their applications for Empire Zone certification; provides project-specific details of Empire Zone benefits to industrial and commercial projects; provides staff assistance to the Zone Administrative Board; and meets with civic and business leaders, and neighborhood groups to communicate marketing, training, and general Empire Zone information.

Prior to joining TCAD in 2007, Heather was a senior planner with the Tompkins County Department of Planning where she administered the county’s First Time Home Ownership Program and the Economic Development Revolving Loan Program. She also provided staff support to the Tompkins County Environmental Management Council.

Heather received her Master's degree in Urban Planning, with an emphasis in community and economic development, from New York University's Robert F. Wagner Graduate School of Public Service and has a Bachelor's degree in Sociology from the University of California, Berkeley. She is a member of the American Planning Association.
